What a bizarre story. So many questions. Who would steal a steering wheel? What did people think of you both driving in a car with no steering wheel- one changing gears and the other steering? Who bought the car without a steering wheel? I need to know more!!!! Very entertaining read.
Simple, California is a theft pool of people that don’t care Lisa. VW was and is a very popular car. Perhaps considered for all it can do in all forms of weather a fantastic car. So some idiot sees a fantastic expensive steering wheel and slides down a flat bar to open the car and gets it off with his bag of tools. No alarm system back then, and I needed to get the car home otherwise piece by piece may just have gone missing overnight. BTW, i replaced the car steering wheel with the same Momo and it was meant to be funny . Theft isn’t
It's true, NYC was the same back in the day. I recall the elaborate bike locks that you could buy that were guaranteed by the manufacturer but in the fine print it said "but not in New York." At the time we took a rather perverse pride in this: We're Number One!!!

Yes, I remember people would take the lock only around their front tire, stole the bike left the tire and the lock. LOL..
